i'm kai jackson. here's what people are talking about right now. extreme heat makes a nasty comeback right now. we tied a record. high of 99 degrees. wjz found it busy. many people cooled off in the water, moms and their children alike. and on the water. they needed some shade from being in the baking sun. how long will the heat advise or last? let's get the answers now from bob turk in the weather center. >> take a look at the graphic for the entire region, until 9:00, on the eastern shore, actually a little later to 10:00 tonight. that's a heat advisory. to our north, there's a severe thunderstorm watch that could be in later this afternoon. might see some moving into the region tonight. now, we're at 99 here. only 82 in oakland. 86, ocean city. but washington, for some reason, jumped up to 102. but the good news is, i guess,

the dew point is down from where it was last week. down to 67, which means the 99 feels like 104. last week, that dew point was 77. and our heat index was 117. yes, it's extreme. but nothing like you saw last week. and yes, there's some relief on the way. we'll talk about that coming up in just a few minutes. kai? >> all right, bob. thank you. stay with wjz and first warning weather coverage. for the latest on heat advisories and the updated forecast, log onto wjz.com. getting on board. maryland's two republicans say they will vote for house speaker john boehner's debt ceiling plan. jay dow reports from washington, as lawmakers gear up for votes. >> reporter: president obama is telling lawmakers they're running out of time to solve the debt crisis. >> time for putting party first is over. the time for compromising on behalf of the american people is now. >> reporter: right now, the holdup is in the house, where speaker john boehner is trying

to pass his plan to raise the debt limit and cut the deficit. he spent the day tweak being the bill. to some extent, it's working. >> i am enthusiastic. >> reporter: the speaker is now calling for congress to send a balanced constitutional amendment. it would be tied to a second debt limit increase early next year. >> a two-stage debt plan, especially one with a balanced amendment, majority leader harry reid wants to have them work with him on a last-minute deal. >> we hold our arms out. talk to me, tell me how we can strength know our legislation. >> reporter: there are just four days left until the federal government runs out of money to pay its bills. but many insist, there will

only be an increase in the debt ceiling if there is also a deal to cut spending. >> today, they wanted to ask representatives to push to an end to the crisis. deadly, industrial accident. wjz is live. meghan mccorkell has more on how it happened. >> reporter: kai, we just learned the identity of the construction workers involved in the accident that happened right here early this morning. 27-year-old leon ray sacs of panover, pennsylvania was killed here. jimenez was rushed to the hospital. now, they are trying to figure out how this happened. >> reporter: fire officials say the man that was killed inside this blue bucket list. >> concrete wall, estimated to be somewhere around 30 foot by 40 foot that had collapsed. >> reporter: a 27-year-old construction worker was found dead at the scene. a 25-year-old worker was also

hit by the wall. he was rushed to shock trauma with life-threatening injuries. >> both the anne arundel county police department and maryland are investigating exactly what caused that wall to collapse. >> it's unclear what exactly happened. other than they were working at the site at that time. >> reporter: rescue workers spent about four hours. >> another big challenge for rescue workers. the heat, with temperatures pushing about 100 degrees. recovery workers could only work about 15 minutes of every hour. fortunately, none of those recovery workers were injured here. i'm meghan mccorkell, wjz eyewitness news. >> the body is at the medical examiner's office to determine the final cause and manner of death. an investigation is under way in harford county, after a 14-year-old girl is struck and killed by a car.

heather greer was struck. -- trying cocross the-- to cross the road when she was hit. greer died. landicer was not hurt. nearly killed while helping a disabled motorist. city police officer rigby joined a group of students today at zion a.m.e. church. officer rigby is using a walker and still recovering from her injuries. she threw a pizza party for the church's youth camp for sending a get well card to her. good to see officer rigby. more bad news for former astronaut from maryland. lisa nowak is being kicked out of the navy. she was banished from nasa after a bizarre confrontation with a romantic rival. she was sentenced in 2009 to a year probation for the

altercation. lisa nowak's retirement from the navy takes place september 1st. not an easy drive out there, especially on the north side outer loop. we have a delay on charles street. average speed, only about 33 miles per hour. and it will take you at least 20 minutes to get through. busy from reisterstown road to security boulevard. and the inner loop, not much better on the southwest side. that's heavy from southwestern side to liberty road. 70 westbound, bumper to bumper there, from 29 to marriottsville road. in the red. and several accidents to report. greenspring avenue, at the beltway. putty avenue at harford road. mccula street. and also, calvin street at orlean. let's take a live look. you can see plenty on the beltway there, west of york road. severn river bridge, not too

bad. but definitely continuing to build. this traffic report is brought to you by subway. stop in and try to barbecued pulled pork sub. only at subway, eat fresh. back over to you. >> okay, kristy. thank you. on days like this, traffic adds to the pollutants we breathe. alex demetrick reports, the study might even help reduce it. >> for most of july, nasa's large research aircraft has been cruising the i-95 corridor, between d.c. and the delaware line. on board, instruments and scientists have been sampling and collecting maryland's air. >> the aircraft is flying about eight hours over a fairly small area. so we're really understanding all of the parameters that make up air quality. >> reporter: that includes measurements being taken down at ground level because it's between here and the plane circling above that air pollution is something of a blind spot. nasa satellites do a good job

seeing it high up. putting low and high together. >> we'll be able to understand together, how to interpret a satellite measurement, to say in a better way, what's down at those levels. >> and it's the elevated pollution. hot, humid weather, combined with what cot -- what comes out of tailpipes and smoke stacks. >> reporter: days like today might be perfect for studying bad air. but they're not so great for breathing. >> absolutely. the code red, code orange days. people complaining of sinus congestion. the nose and eyes are burns. -- burnings. >> reporter: how that bad air forms, layers and is being collected is not only from multiple altitudes, but multiple agencies. >> trying to not only track it to its source. but more importantly, to understand the processes that enhance the pollution. >> steps could be taken to someday reduce it. alex demetrick, wjz eyewitness news.

the woman accused of breaking into alex trebek's hotel room. trebek woke in the middle of

the night. the 71-year-old chased the burglar. currently on crutches. the accuser is being held on $600,000 bail. a woman survives an horrific car crash. a neighbor discovered the 24- year-old lying in the woods near her car from work. police say the impact may have thrown the woman from the vehicle. the woman is in critical condition now. it's been almost four days. latest on the desperate search. >> as you enter wes stewart's town, you're greeted by selena -- celina cass's pictures. >> whether it be a hundred miles, thousand miles from here, some will be like, that's her. you know, and help her. >> as friends and neighbors do their part.

authorities have intensified their search. there are more than three dozen law enforcement trying to find celina. among them, the state police. >> from where the word is out. celina's cousin brought water. the a.g.'s office says this is still a missing persons case. there is no sign that celina ran away. friends and family say she wouldn't just take off. but three days in, they are not allowing themselves to give up hope. >> there's no other option at this point. she's going to be okay. we're going to find her. >> the fbi is looking at several different theory that led to the girl's disappearance. the computer that cass was using the last time she was seen, remains a focus. a rough day to the end of

wall street. uncertainty over default in the debt talks sparks another sell- off. here's a look at the closing numbers. dow was down nearly 1200 points at 12,143. s&p down 8. nasdaq down 10. let's go to alexis christoforous with tonight's money watch update. >> reporter: executives from the nation's 20 biggest banks are meeting with the treasury department at the federal reserve. they want to know what the treasury department has planned if congress fails to raise the debt limit by tuesday's deadline. a dismal economic growth added to traders' fears. this overshadowed drug maker merck. the economy slowed enough in the first six months of this year to its weakest pace since the end of recession. that raised questions about demand for oil in the coming months. crude fell to under $96 a barrel. other big oil consumers are having their own problem. europe continues to deal with

we just broke a record. just got to 100 degrees at the airport. previous record was 99 set back in 1954. take a look at radar. we have a couple of storms up to the north of us. and hopefully, we get some of these to cool down later tonight. probably 9:00 or 10:00. pretty good storms across central pa and pittsburgh. up around allentown area. moving to the east and southeast rather slowly. they may take a while. and up in that region, there is a severe thunderstorm until 10:00 tonight. 100, last report, from bwi marshall. the good news is, think about this, now, last week, we were 106. the dew point at 77 degrees. heat index, 117, unbearable. it's down to 66, the dew point, which means 100 degrees. now only feels like 104. humidity 33%. west/southwest winds, 15.

barometer, 29.87. starting to fall a little bit. 100 in baltimore. 102 in washington. the hot spot, easton at 99. but the humidity is much higher. the dew point is in the 70s. 66 around here. easton. feels like 110 in elkton. d.c., 102. only feels like 105. 99 in hagerstown. 83 in oak oakland and ocean city. pretty humid. feels like 103. right now, a bit of a breeze out of the west and southwest. this comes down the mountains and through compressional heatings, they heat up the air and dry things out. even though it's pretty hot out there, it could be a lot more humid than it was over the last couple of days. this, by the way, very small, tropical storm dawn, moving across south texas. it's not a big storm. but it's going to give folks rains. frontal system is going to cross the region late tonight and tomorrow. a little less humid air coming

here's what people are talking about. norway holds the first memorial services for the victims of the oslo attack. as tina kraus reports, the prime minister says the killings have brought out the best in norwegians. >> reporter: mourners raised red roses to honor 77 people killed in norway's terror attacks. families are holding the first funeral since last friday's massacre. >> he says we are united in our sorrow. 1 week ago, our island became the source of fear, pain and death. adrian precon was shot twice in the shoulder but survived, after pretending to be dead. he wants to go back to latoya island if he can. >> i want to make peace again. and let go of what happened. >> reporter: police say confessed killer an dres

breivic confessed. psychiatrists are still trying to figure out if he is fit to stand trial. police say he calmly shot 59 people at a summer camp, mostly teenagers. one of them was a friend of solarran olong. >> i think it will continue to be very hard for all of us. >> reporter: police raised the death toll friday, after another shooting victim died. now they're beginning to release photos of those killed. many more funerals will be held in the coming days. waterside memorials are growing. as norwegians mourn the worst attacks on the nation since world war ii. tina kraus, wjz eyewitness news. >> prosecutors say if he put on trial, it won't be until next year. they may press for more than murder charges, including crimes against humanity and terrorism. well, record-setting heat is once again gripping much of the state. at this hour, a heat advisory is in effect. here is an innovative way to stay cool and get around people

on segways in federal hill. and in lexington market, people are selling drinks to people who need refreshment. let's check in with bob checking the hot, humid conditions. bob? >> 15 minutes ago, got to 100. it's a brand-new record for this date. the previous record was 99, set back in 1954. another record set, compared to last week. it's not nearly as hot or humid. but it's pretty hot. and we have a heat advisory until 9:00 tonight. everywhere west of the bay, east of the bay, and delaware, we have that heat advisory until 10:00. take a a look at these temperatures. last seen here, at washington reagan national, it's 102. 87 in ocean city. 82 in oakland. and 99 in cumberland. but the dew point is considerably lower than last friday, when we had a dew point at 77. and temperature of 106. and the heat index of 117. right now, it's only 104.

here. it's hotter, more humid on the eastern shore, with the higher dew points. elkton at 110. easton also at 110. ocean city alt 103. we're looking for some relief. yes, this weekend. i'll have the forecast coming up. denise? >> all right. we're ready. thank you, bob. >> stay with wjz and first warning weather for complete coverage. for the latest on heat advisories or the updated forecast, log onto wjz.com. a new report is out on the doomed air force jet that plunged into the atlantic ocean, killing everyone on board. and kai is in the newsroom with what that report revealed. >> the pilot was insufficiently trained and didn't know how to react to the crisis. all 228 people were killed. and the plane crashed during thunderstorms in june of 2009. the pilots didn't know, apparently, that the plane was in a stall. and apparently didn't know how to respond to the emergency. additionally, they never informed passengers that anything was wrong before the crash.

air france's agency is recommending mandatory training for all pilots to handle high- altitude stalls. >> reporter: the final report on the crash is due next year. a psychiatric evaluation is ordered for a woman making arrests. investigators say the woman threatened the flight crew and passengers, saying she'd blow up the plane bound for philadelphia international airport. she was detained by crew and arrested when the flight landed. the woman is from california. a wild scene in a texas courtroom today. an awol soldier accused of plotting an attack on fort hood is defiant, even praising major nidal hasan, the man behind the deadly attack on fort hood in 2009. >> reporter: police say after questioning nasser abdo from garland, it became quite apparent that he was planning to attack military personnel. >> i can tell you that we would

probably be here today, giving a different briefing, had he not been stopped. >> reporter: police, along with fort hood agents, arrested the 21-year-old wednesday afternoon, inside his motel room. >> given the response that we've provided, he didn't really have a choice. >> what does that say? >> we had officers on the location. and he was taken down rather quickly and without incident. >> reporter: cbs sources say officers recovered weapons, including a 40-caliber semi automatic handgun, with more than 100 rounds of ammunition, along with a large quantity of smokeless gun powder, and other bomb-making materials. investigators say abdo tried to purchase additional smokeless powder at a gun shop, but the owner became suspicious and called police. >> as he does this, he looks at kathy, who is the manager, and he asks her, what is smokeless powder? red flag. i mean, why would you buy six pounds of the stuff if you don't know what it is? >> reporter: fort hood special

agents say the post was alerted but not placed on lockdown. >> we alerted the appropriate authorities on post. i wouldn't say it was a heightened alert. >> we have been through a lot in this community. we had the, obviously, november 5th shooting, but we also had libby's years ago. so we're probably more familiar with this kind of environment than most communities, unfortunately. >> marine corps corporal abdo also refused to stand for the judge. two men accused of stealing court documents appeared in court. barry landau and jason savedoff are accused of stealing from the historical society. the fbi has linked the men to thefts of a document signed by abraham lincoln, among other items. the two men were indicted on federal counts yesterday. the food and drug administration's process.

wjz is live. monique griego is live following this story. more than 100 devices have been recalled for causing complications. the recall is due to the fda's process. it can show their twices -- devices are similar to ones already on the market. however, the institutes for medicine says the process is flawed because tests aren't done on human secretaries. -- subjects. the fda says it is not going to eliminate the process, but going to ask the public to weigh in to make it safer. one thing you can do is ask a doctor how long a device has been on the market and how much testing it underwent. let's check on the roads now with kristy breslin at wjz traffic control. >> hi, denise. hi, everyone. unfortunately, there is no escaping these delays this afternoon. 70 westbound is jammed up there from 29 to marriottsville road. 25 minutes around the top side inner loop, from the jones falls expressway to harford

israel. police arrested violent rioters who threw foul-smelling bags. ultraorthodox jews consider it to be an abomination of the city. a parliamentary committee is deciding if james murdoch should answer more questions about cell phone hacking. in london, elizabeth palmer reports for wjz on the scandals. >> reporter: when james murdoch last answered the committee's questions, he sat next to his father. the media tycoon rupert. >> this is the most humble day of my life. >> they were sorry, they said, but believed the phone hacking and bribery in their newsroom were the work of two men employed by their paper who had already gone to jail. james specifically denied seeing an e-mail that indicated that it was much more widespread. >> were you aware of the e-mail

with this message? >> no. i was not aware of that at the time. >> reporter: oh, yes, he was, say two company insiders, including the editor of the news of the world at the time and the paper's lawyer. now, british lawmakers want to follow up. >> if, therefore, james murdoch was made aware of this in 2008, it means that the entire evidence given to the initial inquiry was not just misleading. it was completely, factually inaccurate. and could mean that a crime is covered up for the company. and that's a very, very serious matter. >> reporter: but across town yesterday, in the world of business, james murdoch got a thumbs up, reconfirmed as chairman of the board, of britain's satellite network. b sky b, after the company recorded record profits. >> reporter: the news corps corporation was hastily shut down by the murdochs earlier

this mongtsd. but a fresh headline is making shocking allegations. that the voice mail of sarah pain was hacked. she is the mother of the little girl who was killed last month by a pedophile. >> murdoch will likely be brought back to london for more questioning. kai is in the newsroom with an unspeakable case of child abuse. >> the family of the girl told police she liked to hide in a container box. but now, four members of that family are locked up, accused of her murder. earlier this month, authorities found the little girl's body inside a little chest. investigators say she was forced to jump into a box for taking a popsicle. then family members spun the box around. the family members say they made up the story to cover up the crime. >> the four people are charged

with first-degree murder and child abuse. dramatic video today of a drunk driver in new york. look at this, a cargo van runs into a red light and slams into a long island bus. the bus then went flying into the side of a mcdonald's. no one was seriously hurt. police say the driver of the van was intoxicated and was also driving without a license. a tropical storm is expected to hit the bone-dry texas coast late tonight or tomorrow. while many people are welcoming the rain, coastal residents are hoping it doesn't last long. >> reporter: clouds and a tropical storm are not what the kirby family had in mind for their vacation. >> we had sunshine, pretty weather. the boys could play and have some fun. get out, go back the other direction. >> reporter: tropical storm dawn is expected to drop anywhere from 1 to 4 inches of rain across southern texas, with wind gusts up to 50 miles

per hour. that's far weaker than a hurricane. so locals and most tourists have no plans to evacuate. >> what are people saying? >> just that it's nothing to be worried about. and -- >> just looking forward to the rain that we need anyway. >> reporter: any rain will be welcome in drought-stricken texas. the nation has been struggling to keep its crops healthy and alive. >> texas is dry. the soil feels more like sand. about 70% of the state's pastures and land are classified in poor condition. >> reporter: at the prukop farms, thousands need rain. >> it's been pretty tough on us. we hope to make ends meet this year. >> reporter: but the timing of this storm is potentially devastating for the cottons, -- cotton, which could be ruined by too much wind and water. they're now harvesting as much of their drought-damaged crop as they can before the storm. once the cotton is gone, james

we have thunderstorms. hopefully these are moving to the south and southeast. not too far from harrisburg now. i think it may be into maryland by, let's say, 8:00, 9:00 tonight. may bring some relief from the heat and humidity. and some welcome rain once again. maybe gusty winds. maybe temperature now. dew point has dropped way down to 66. last friday, we were 106 degrees for the record, all time. the dew point was at 77. obnoxious dew point. 37% humidity. last week, we were in the 50% range.

west/southwest winds at 15. nice breeze. barometer holding steady. right now, 100 here. 99, easton. 99 in cumberland. and 82. that's nice and cool, up in oakland. the dew point, 66. feels like 104. as mentioned, last week, when the temperatures were 106, it felt like 117. because so much moisture in the air. d.c., even though they're 102 degrees, it only feels like 105. today, yes, a hot day. but nothing like you saw last week. although easton is up to 110 because it's a lot more moist down there. winds coming off the bay. very high winds there. ocean city, a little breeze there. out of the south. out of the west/southwest at 15. we have that front up to the north of us. with the showers and storms this afternoon. do have a thunderstorm watch. it's possible new storms are forming right now. you can see right there.

hi. i'm kai jackson. >> i'm denise koch. mary is who they're talking about. >> it's triple-digit heat. as a matter of fact, it's another day of record temperatures in maryland. it's a very comfortable day outside. tons of kids and parents found relief at the park pool, as a heat advisory remains in effect across the state. it was also a busy day on maryland's waterways. sky eye chopper 13 found plenty of boaters. the national weather service is warning anyone who spends time outside to make sure you drink plenty of water and look out for signs of heat exhaustion. >> it's still hot and humid. bob turk is in the first warning weather center. >> as you mentioned, you broke a record. that was set this
